grade for retirement on abolition of office, the Head of the Depart- ment will submit the matter to the Permanent Secretary to the Minis- try for decision, if the officer selected by him for retirement draws a salary over Rs. 2,520 per annum. If the officer's salary does not exceed Rs. 2,520 per annum or the Department is not grouped under a Ministry the Head of the Department will himself deal with the matter.

67. The Secretary to the Treasury will make recommendations to the Public Service Commission, where necessary, in regard to the ocmpulsory retirement of officers of the Civil Service. In the case of officers in the other Combined Services the recommendations will be made by the Deputy Secretary to the Treasury.

68. The Permanent Secretary to the Ministry of Justice will make recommendations to the Public Service Commission, where neces- sary, for the compulsory retirement of officers on the staff of the Supreme Court other than those dealt with by the Deputy Secretary to the Treasury under Regulation 67, and will exercise the functions. usually carried out by a Head of a Department in respect of the retirement of such officers.

69. Where the Head of a Department desires to retain the ser- vices of an officer after he is sixty years of age, he shall submit a report to the Permanent Secretary to the Ministry, stating the grounds for departing from the general rule that officers should be retired at sixty years of age. The Permanent Secretary will if he thinks fit make a recommendation to the Public Service Commission. Where the Permanent Secretary to a Ministry considers that the services of the Head of a Department should be retained after he is sixty years of age he will make a similar report to the Public Service Commission. In the case of officers in the Civil Service, the report to the Public Service Commission will be made by the Secretary to the Treasury and in the case of officers in the other Combined Services, by the Deputy Secretary to the Treasury. The Public Service Commission will recommend to the Governor whether the officer's services should be retained or not.
